Functional Purpose:
Designs and conducts the more complex measurement and evaluation projects; develops and validates achievement and other assessment measures; and provides expertise in evaluation design, program evaluation, outcomes assessment, and survey design and development.

Qualified applicants must successfully pass a pre-employment drug
screening to meet the U.S. Postal Service's requirement to be drug free.

status.

The salary will be based on previous experience, salary history, and current postal pay policies. 1. Knowledge of Educational Psychology and/or Industrial/Organizational Psychology principles, theories and techniques, including research design, implementation and documentation, sufficient to provide practical business solutions to organizational and employee problems and issues.
2. Ability to use standard social science statistical analysis packages (e.g., SPSS) sufficient to draw appropriate conclusions from data.
3. Knowledge of professional and legal standards, principles and guidelines related to applied Industrial/Organizational Psychology, including employee selection and training evaluation, and organizational research and data collection protocols, sufficient to serve as an expert witness in legal proceedings.
4. Knowledge of all aspects of training assessment and evaluation practices, including job analysis, test development techniques, validation methodologies, item and test analysis processes, and practices and techniques for establishing minimum performance requirements.
5. Ability to conduct large scale surveys, including developing the study and sampling plan, collecting and analyzing the data, and reporting the findings.
6. Ability to write instructional or informational materials, technical and non-technical reports, and briefing papers.
7. Ability to communicate orally to make presentations, conduct group and individual interviews, and provide technical advice and information on programs, projects, policies and procedures.
8. EDUCATION REQUIREMENT: A graduate degree in Educational or Industrial/Organizational Psychology (or related area of study).
9. Knowledge of instructional systems design, including needs assessment, participant and program evaluation, and measurement, and curriculum design and development processes.
10. Ability to manage organization-wide research projects, including providing leadership and direction to project team members in the planning, organizing and coordination of the activities of customers, clients, and research participants.
